Imagine waking up before the sun: at 8:30 am. m. or even later.
In March the Senateunanimously approveda bill that would holdSummer timeyear-round, giving the nation later sunrises but more afternoon sun in the darker months of the year. But despite growing support for the elimination of biannual time changes and brighter winter nights, a permanent daylight saving time would probably benefit some parts of the country more than others.
All states except Arizona and Hawaii observe daylight saving time, with clocks going "advance" in early March and "back" in early November. If the Senate bill passes the House of Representatives and is signed by President Biden, we would introduce the clocks in March 2023 and then leave them there. While millions of Americans would no longer complain about the clock shift, and no doubt many would enjoy more daylight in winter, long-lasting daylight saving time could become a dark wake-up call during the winter months, particularly in some parts of the country where the sun often rises late.
No matter where you live in the United States, daylight saving time year-round means that, from November through March, the sun rises and sets an hour later than we're used to. With daylight shifting into night, most of the nation would see sunset after 5 p.m. around the winter solstice in December. DC, for example, would see its earliest sunset at 5:45 PM. m. In some places, it makes sense to turn the clocks forward in winter, especially in cities like Boston and Chicago, which are on the far eastern edge of their respective time zones. Boston's earliest sunset would be 5:11 p.m. m., more work-friendly, instead of 4:11 p.m. m. Similarly, Chicago and Los Angeles would still have daylight after 5:00 p.m. m. in December and January.
No more early sunsets at 4 am. m., and an extra hour of sunlight to run errands or exercise after work sounds like a no-brainer.
What's the trick? Well, winter days are inherently short, and if we were to move our clocks forward from November to March, our mornings would be noticeably darker for several months of the year. In Washington, sunrise would occur after 8 a.m. from Thanksgiving to Valentine's Day.
Late sunrises may make sense to residents of Rhode Island, Maine, or Massachusetts, where the sun rises and sets early all year. These states are in the far eastern part of the Eastern Time Zone, so the sun rises fairly early, even in winter. But for people who live on the western edge of a time zone (like western Indiana, Michigan, or North Dakota), year-round daylight saving time would mean very dark mornings for much of the year.

In Indianapolis, for example, the sun rises after 8 a.m. m. at the winter solstice. With permanent daylight saving time, the sun would never set before 6:00 p.m. m., but the last sunrise would occur after 9:00 a.m. m. In fact, Indy residents would see the sunrise after 8:30 AM. m. from mid-November to mid-February, when the nation permanently switches to standard time. In Bismarck, North Dakota, the sun didn't rise until almost 9:30 AM. m. in December.

Darker, colder winter mornings are one reason the Senate's "Sun Protection Act," which supports permanent daylight saving time, will never become law.
